How are y'all understanding the dataset?

I can't seem to understand the dataset. What does each column mean? Where was the data coming from? This is a scenario where a data dictionary is necessary. P.S. GR is not my forte, this is my first time. Please if anyone understands this data, I'd love to chat with you.
