For GR86-047-21, the chassis number is 047 and the car number is 21 (the sticker on the side of the car). If the car number is 000, it hasn't been assigned to the ECU yet. You can still uniquely identify a vehicle by its chassis number though.

Hi there - TGR replied with the following:
"In the vehicle_id format GR86-047-21, the middle number (047) represents the chassis build number, and the last number (21) is the car number printed on the door sticker. If the car number is listed as 000, it simply means that a car number has not been assigned to that ECU yet; the chassis number still uniquely identifies the car.
In the dataset 23_AnalysisEnduranceWithSections_Race 1_Anonymized.csv, the number column refers to this car number (sticker number). While this dataset does not contain vehicle_id, you can match cars by aligning number with the car number portion of vehicle_id in other datasets.
The door number sticker is a printed vinyl panel, so it does not have a fixed pixel size; the digital artwork is provided in vector format (SVG/AI) so it can be scaled without losing resolution.
The GR Cup number panel is approximately:
11 inches (28 cm) tall
16 inches (40 cm) wide
with numbers that are 8 inches (20 cm) tall minimum, per series regulations."
Hope this helps and best of luck with your project!!
